All PSE&G participating contractors are Building Performance Institute (BPI) certified, which means they’re experts in identifying ways to increase energy efficiency all around your home.

While your Whole Home Energy Solutions assessment is in progress, your contractor will conduct a number of in-depth tests inside your home, including:

Health and safety check (carbon monoxide levels, moisture, indoor air quality)
Overall comfort level (cold/hot spots, indoor air quality, stuffiness, stale odors)
Insulation levels in walls, ceilings, and attic
Air leakage around existing windows and doors
Heating and cooling systems efficiency
Hot water system

You’ll receive a customized home energy report shortly after. It will contain recommendations for upgrades to improve your home’s comfort and energy efficiency, as well as additional strategies for reducing your energy use and ways you can take advantage of rebates and payment options.^‡

Building decarbonization is the process of reducing or eliminating greenhouse gas emissions (gases that trap heat in the atmosphere and are primarily generated from burning fossil fuels such as oil, coal, and natural gas) from a building. This includes the operational emissions from heating, cooling, and lighting, as well as from powering appliances.

Unlike conventional systems that burn fossil fuels (including oil, coal, and natural gas) to generate heat, electric heat pumps draw heat from the environment, then move the heat indoors to warm your home—or outdoors to cool it.

Yes. Today’s heat pumps are designed to perform well in cold climates and can keep your home warm even on the coldest winter days.

When a heat pump is in use, standard electric rates apply. However, savings can be realized due to a heat pump’s ability to deliver up to three times more heat energy to a home than the electrical energy it consumes.^*

Our on-bill repayment option gives you the flexibility and convenience of being able to pay for home energy efficiency upgrades over a period of time, interest-free. With this option, your monthly PSE&G energy bill will contain repayment installments of equal amounts.

We offer on-bill repayment to customers participating in our HVAC Instant Rebates Program and Whole Home Energy Solutions. For each of these programs, the participating contractor you select can help you determine which specific equipment and installation costs are eligible for on-bill repayment.

Whole Home Energy Solutions

All qualified PSE&G residential customers are eligible for:

An on-bill repayment allowance up to $50,000 for a standalone building decarbonization project.
An on-bill repayment allowance up to a total of $75,000 for an HVAC Instant Rebates project; up to $50,000 of this total can be allocated only toward costs associated with building decarbonization measures (e.g., air-source heat pumps, ground source heat pumps, or heat pump water heaters).

First, you should discuss on-bill repayment with your participating contractor, who will apply for it on your behalf prior to starting your project. To qualify, you must have 12 months of continuous, on-time payment history with PSE&G.

If you’ve not yet been a PSE&G customer for 12 months, you still may be eligible for on-bill repayment. Ask your previous gas or electric utility to provide you with a letter of credit (for service within the past 24 months) confirming that your account had 12 months of continuous, on-time payment.

Once we approve you for on-bill repayment, we’ll notify your participating contractor, and they can enroll you.

All payment agreements are between PSE&G and the eligible customer. Please note that the PSE&G account holder at the property where the work is performed must be the customer who signs the agreement.

No. We don’t perform credit checks or contact any credit bureaus for additional information in order to gauge your eligibility for on-bill repayment.

Yes. If we initially deny you for on-bill repayment, you may reapply after 60 days.

Whole Home Energy Solutions

Whole Home Energy Solutions offers an on-bill repayment term of 84 months (seven years) for project costs totaling $10,000 or less, or a term of 120 months (10 years) for project costs totaling between $10,001 and $75,000. Income-qualified customers are eligible for a repayment term of 120 months regardless of project costs.

The on-bill repayment terms for customers participating in our HVAC Instant Rebates Program are based on project costs and household income level. Income-qualified customers are eligible for a repayment term of 120 months on project costs greater than $10,000.

Yes, you may enroll in on-bill repayment multiple times across different projects or programs. However, the maximum amount of credit per account is $75,000.

If your account is closed for any reason, the unpaid balance is due and payable to PSE&G within 30 days.

If you are enrolled in on-bill repayment, you can either pay the outstanding balance in equal monthly installments over the term of the agreement or pay one lump sum for the full remaining balance at any time.

Please note that once you are enrolled in an installment plan, we cannot accept surplus payments toward the principal of your on-bill repayment balance.

Whole Home Energy Solutions takes a “whole-home” approach to make existing one- to four-family homes more energy efficient, and to lower energy consumption.

Each participating contractor has been certified by the Building Performance Institute. These specially trained professionals use advanced diagnostic equipment to test your home and identify energy efficiency improvements that may be right for you.

During the Whole Home Energy Solutions assessment process, your contractor may use a blower door and infrared scan to test for air leakage; conduct a series of combustion-related tests; and explore opportunities to improve your home’s insulation, heating and cooling system, appliances, and lighting. Your contractor will then explain to you what improvements can be made, and what they will cost.

To be eligible, you must be a current residential PSE&G customer all living in a single-family and single-family attached (one- to four-unit properties) with a valid account number, and the owner of the house where the assessment will be performed.

Your selected contractor sets the cost of the initial energy assessment, and your total project costs will depend on the upgrades you choose to perform. Homeowners may receive rebates and may qualify for on-bill repayment to help offset or defer the costs of eligible improvements.

Recommendations may include sealing gaps, cracks, and other leaks to prevent outside air from entering your home; adding insulation and sealing; insulating or replacing air ducts that run through the attic or crawl spaces; and repairing or replacing old or poorly functioning heating and cooling systems and appliances.

Once your energy assessment is complete and you receive the contractor’s recommendations, it’s your decision whether to sign a contract and move forward with the improvements.

You are under no obligation to have the work performed—but remember, our recommended energy efficiency improvements can lower your energy bills, as well as improve indoor air quality and the comfort of your home.

The scope of upgrades, and the time needed to complete them, will vary depending on your home and the type of energy efficiency improvements you choose.

To complete the selected upgrades, your contractor may have to visit your home on multiple days. We strongly recommend that you meet with your contractor at the beginning of each day before work begins, and at the end of the day to review their progress and help you better understand the project timeline.

Our Building Performance Institute certified contractors perform critical combustion safety-related tests before and after completing energy improvements to the home. Assessing and testing combustion appliances—such as heating equipment, ovens, and water heaters—for proper performance and carbon monoxide emissions helps ensure safe, efficient operation and prevent dangerous gases from being introduced into the home. Such tests are critical when making a home more energy efficient and comfortable.
